Zanzibar President. Dr Hussein Ali Mwinyi (pictured above) will on Wednesday, July 22, 2026, officially launch the Zanzibar Multisectoral Early Childhood Development Programme (ZMSECDP) 2026–2031.
The strategic development marks another milestone in implementing the Zanzibar Development Vision 2050, which places human capital development at the centre of the Isles’ long-term socio-economic transformation.
As part of the launch, President Mwinyi will also inaugurate the Stanbic Bank Tanzania-financed Mwanakwerekwe Early Childhood Development (ECD) Centre in Unguja, a flagship facility that demonstrates how strategic partnerships are translating the Vision’s aspirations into practical investments in young children.
The opening of the centre will be held after the National Early Childhood Development Stakeholder’s Partnership Forum, which will bring together government leaders, development partners, civil society organisations and private sector stakeholders under the theme: “Investing in the Early Years of Life as the Cornerstone for Sustainable Human Capital Development and National Prosperity.”
The launch of the ZMSECDP is expected to reinforce Zanzibar’s commitment to building a stronger human capital base by promoting coordinated investments in children’s health, nutrition, early learning and protection during the most critical years of development.
A major highlight of the forum will be a Partners Round Table Discussion, to be chaired by President Mwinyi, where government, development partners and the private sector will explore ways of accelerating implementation of the ZMSECDP 2026–2031 through stronger collaboration, sustainable financing and shared accountability.
Participants will also receive presentations on the new five-year programme, the current state of early childhood development in Zanzibar and strategies for strengthening multisectoral coordination before President Mwinyi officially launches the programme and issues a national call to action.
The Mwanakwerekwe ECD Centre is one of the first flagship projects under the Adopt an ECD initiative, a public-private partnership between the Revolutionary Government of Zanzibar, Stanbic Bank Tanzania and Save the Children Tanzania aimed at expanding access to quality childcare and early learning services across the Isles.
Located at the bustling Mwanakwerekwe Market, the centre has been designed primarily to serve the children of traders and other working parents, particularly women, by providing a safe, nurturing and stimulating environment where children can learn and thrive while their parents pursue income-generating activities.

A senior Stanbic Bank Tanzania official told Business Insider that the facility responds to a critical need for working families by providing integrated early childhood services that support both child development and women’s economic empowerment.
The centre has been financed through Stanbic Bank Tanzania’s TSh500 million commitment under the Adopt an ECD initiative, making the bank one of the leading private sector partners supporting Zanzibar’s early childhood development agenda.
Beyond providing childcare services, the Mwanakwerekwe ECD Centre serves as a demonstration model for integrating early learning, nutrition, health and child protection under one roof – an approach expected to be replicated across Zanzibar as implementation of the ZMSECDP gathers momentum.
The launch of the five-year programme and the inauguration of the Stanbic-financed Mwanakwerekwe ECD Centre underscore Zanzibar’s growing recognition that investment in the earliest years of life is fundamental to achieving the ambitions of the Zanzibar Development Vision 2050. By strengthening the foundations of human capital from early childhood, the Isles aim to nurture a healthier, more skilled and productive population capable of driving inclusive economic growth and sustainable national prosperity.
