NHC sells out Kawe housing project before completion

  • Strong off-plan demand cuts borrowing as flagship Samia Housing Scheme drives jobs, investment and urban renewal

The National Housing Corporation (NHC) has set a new benchmark in Tanzania’s housing sector after successfully selling all 560 units under the Samia Housing Scheme in Kawe-well before construction is fully completed.

The milestone was confirmed on March 25, 2026 during a visit by the Parliamentary Public Investment Committee (PIC) under his Chairperson Masanja Kadogosa, where NHC Director General Hamad Abdallah revealed that the strong sales momentum has significantly reduced the Corporation’s reliance on bank financing, despite an initial plan to borrow TSh 30 billion.

According to Abdallah, the early sales success has strengthened NHC’s financial independence, enabling the institution to fund its projects more efficiently while maintaining delivery momentum.

A number of buyers have already taken occupancy, while others are leveraging the properties as income-generating rental investments.

Valued at TSh 49 billion, the project has already absorbed over TSh 45 billion, underscoring both the pace and execution discipline behind its delivery.

In line with its integrated urban development model, NHC has embedded key social infrastructure within the scheme, including the construction of modern schools and a multi-purpose sports arena with a capacity of approximately 15,000 people, enhancing the long-term live ability and value of the area.

The Corporation is also undertaking the revitalization of the former Tanganyika Packers site, which will be transformed into a modern commercial bazaar aimed at supporting retail activity and stimulating local economic growth.

From a technical perspective, Project Engineer Grace Msita noted that the development comprises ten residential blocks (A–J) offering a mix of three housing typologies.

These include 240 three-bedroom units (89 sqm) priced at TSh 192.7 million each, 160 two-bedroom units (68 sqm) at TSh 147 million, and 160 one-bedroom units (21.2 sqm) at TSh 38.8 million.

Speaking on the sales performance of the Samia Kawe Housing Scheme, NHC Sales Officer Daniel Kure (pictured above) confirmed that all 560 housing units have been sold, with owners already taking occupancy.

“Some buyers have opted to lease out their properties and are already earning rental income from their investments. I would like to continue encouraging prospective buyers to consider NHC housing opportunities. While this phase of the project is now fully occupied, a second phase is in the pipeline, alongside several other developments. Tanzanians should seize this opportunity to own modern, high-quality homes through the National Housing Corporation,” Kure said.

Notably, NHC acted as its own contractor for the project, with a significant proportion of construction materials produced in-house and certified by institutions such as the University of Dar es Salaam and the Tanzania Bureau of Standards (TBS).

Beyond financial performance, the project has delivered considerable socio-economic impact. It has generated employment for more than 1,800 individuals, including skilled labour and service providers.

In addition, over 630 students from various institutions gained hands-on industrial training, with 47 graduates securing direct employment and more than 100 informal workers accessing income opportunities. Members of the PIC commended the project’s execution, highlighting its innovation and efficiency in managing public investment. However, their visit was cut short following the announcement of the passing of their colleague, William Lukuvi.
