Khamis Mussa Omar has arrived in Brazzaville, Republic of Congo, to participate in the 2026 Annual Meetings of the African Development Bank (AfDB), as Tanzania seeks to deepen regional financing partnerships and accelerate investment in strategic sectors of the economy.
The high-level meetings, scheduled to run from May 25 to 29 at the Kintélé International Conference Centre, are expected to bring together more than 3,000 delegates, including African presidents, finance ministers, central bank governors, development partners, private sector leaders and international financial institutions.
The Tanzanian delegation is being led by Finance Minister Ambassador Omar, who also serves as Tanzania’s Governor to the African Development Bank. He is accompanied by the Permanent Secretary in the Ministry of Finance and Paymaster General, Dr Natu El-Maamry Mwamba, who serves as the country’s Alternate Governor to the AfDB, as well as Deputy Permanent Secretary and External Finance Commissioner, Rished Bade.
Upon arrival at Maya Maya International Airport in Brazzaville, the delegation was received by Tanzania’s Ambassador to Congo, Said Juma Mshana.
This year’s meetings are taking place under the theme: “Mobilising Africa’s Development Finance at Scale in a Fragmented World” – a reflection of mounting concerns over Africa’s widening financing gap amid global geopolitical tensions, rising debt pressures, climate shocks and slowing international development assistance.
The discussions are expected to focus heavily on how African countries can unlock larger pools of capital to finance infrastructure, industrialisation, energy transition, climate resilience and digital transformation.

For Tanzania, the meetings come at a critical period as the government intensifies implementation of large-scale development projects aligned with the country’s Dira 2050 agenda and ongoing infrastructure expansion drive under President Samia Suluhu Hassan.
Over the past several years, the African Development Bank has emerged as one of Tanzania’s most important multilateral financiers, supporting projects in transport, energy, water, agriculture and private sector development.
The lender has financed strategic projects including road and railway infrastructure, energy transmission systems, water supply schemes and regional integration programmes aimed at strengthening East Africa’s trade connectivity.
Analysts say Tanzania’s participation at the AfDB meetings is likely to focus on securing additional financing partnerships for infrastructure modernisation, industrial growth and climate adaptation programmes, particularly as African economies face increasing external financing pressures.
The meetings are also expected to discuss broader structural reforms, including digital transformation, institutional strengthening, governance reforms and innovative financing mechanisms capable of reducing Africa’s dependence on traditional aid flows.
These priorities align closely with the African Union’s Agenda 2063, the United Nations Sustainable Development Goals (SDGs), the Paris Climate Agreement and the African Development Bank’s “High 5” strategic priorities, which include industrialising Africa, improving quality of life and integrating the continent economically.

Economists note that in an increasingly fragmented global economy, African governments are under pressure to diversify financing sources while strengthening domestic resource mobilisation and attracting private capital into productive sectors.
The AfDB meetings therefore provide a critical platform for African policymakers to negotiate development partnerships, explore blended financing opportunities and position their economies for long-term resilience. For Tanzania, which continues to pursue ambitious investments in transport corridors, energy infrastructure, manufacturing and agricultural value chains, access to concessional financing and strategic partnerships remains central to sustaining growth momentum and enhancing regional competitiveness.
