Tanzania moves to strengthen budget planning and implementation

The Government is stepping up efforts to improve planning and budgeting processes as part of a broader drive to strengthen the efficiency, implementation and oversight of public expenditure for the 2027/28–2029/30 financial period.

The initiative is also expected to enhance the capacity of government institutions to translate approved plans and budgets into effective programmes and projects, while strengthening accountability in the use of public resources.

The emphasis was made in Dodoma by Assistant Accountant General at the Ministry of Finance, Ayubu Banzi, who was speaking on behalf of the Ministry’s Permanent Secretary, Dr. Natu El-Maamry Mwamba, at the opening of a budget planning and implementation review workshop at Kambarage Hall, Treasury Square.

The workshop brought together the second of three groups of government planning and budget specialists undergoing training aimed at improving their capacity in public-sector planning and budget management.

Mr. Banzi said the workshop was important because it provided participants with an opportunity to share practical views and recommendations that could help improve the implementation and management of the Government budget.

He said the feedback would also contribute to refining the Guidelines for the Preparation of the Government Plan and Budget for 2027/28–2029/30, ensuring that the document responds more effectively to the needs and realities of institutions responsible for implementing government priorities.

“The views and recommendations provided by participants will be instrumental in improving the efficiency of budget implementation and management,” Mr. Banzi said.

The workshop has brought together planning and budget professionals from ministries, independent departments, government agencies, regional secretariats and local government authorities.

Their participation reflects the Government’s effort to ensure that budget planning is not treated simply as an annual administrative exercise, but as a critical tool for translating national development priorities into measurable programmes and results.

The training is also intended to ensure that planning and budget specialists maintain the technical knowledge and practical skills required throughout the budget cycle – from preparation and allocation to implementation, monitoring and oversight.

For Tanzania, strengthening these capabilities is increasingly important as the Government seeks to improve the link between public spending and development outcomes, while ensuring that limited resources are directed towards priority areas.

The Ministry of Finance said the ongoing engagement would help build a more consistent understanding of budget procedures across government institutions and strengthen coordination between planning and financial management functions. The initiative is part of broader efforts to improve public financial management and ensure that government plans and budgets are prepared and implemented efficiently, transparently and in line with national development priorities.
