Parliamentary Committee praises Finance Ministry’s new headquarters project in Dodoma

The Parliamentary Public Accounts Committee (PAC) has commended Ministry of Finance for the efficient execution of its new headquarters project in the Government City of Mtumba, describing it as one of the most well-managed public investments currently underway.

Speaking during an inspection visit, PAC Chairperson Devotha Minja noted that, unlike many public projects reviewed by the committee, the Ministry’s office complex has raised minimal audit queries – an indication of strong project management and financial discipline.

“The work is impressive. You have done a commendable job. Submit the required documentation so that we can provide informed advice to the government,” she said.

The project, a nine-storey modern office building nearing completion, forms part of the government’s broader strategy to centralise public institutions in Dodoma and improve administrative efficiency. The relocation of key ministries to the capital has been a central pillar of state reforms aimed at strengthening coordination and reducing operational costs.

On behalf of the committee, Minja also pledged continued parliamentary support to the Ministry of Finance in areas that contribute to national development and public service delivery.

Boosting institutional efficiency

Deputy Minister for Finance Laurent Luswetula, who hosted the delegation, attributed the project’s progress to strong political commitment, particularly from President Samia Suluhu Hassan, who allocated the necessary funding for its implementation.

Luswetula said the building, now 98 percent complete, is expected to significantly enhance staff productivity by providing a modern and conducive working environment. The facility will house key departments, including financial systems management, administrative offices, and high-level meeting spaces.

“With such an environment, the Ministry will be better positioned to deliver on its mandate, including addressing economic challenges and improving service delivery to citizens,” he said.

The Deputy Minister further assured the PAC that all recommendations and observations raised during the visit would be addressed, including the submission of comprehensive project documentation.

Strategic public investment

The PAC delegation conducted a detailed inspection of the facility, reviewing critical infrastructure such as security systems, financial management systems, health and safety standards, and conference facilities.

The Mtumba Government City project reflects Tanzania’s ongoing investment in public infrastructure to support governance reforms and economic management. As the Ministry of Finance plays a central role in budget execution, revenue mobilisation, and fiscal policy, the completion of the new headquarters is expected to strengthen institutional capacity at a time when the country is pursuing ambitious development goals under Dira 2050.

The successful delivery of the project also signals improved oversight and accountability in public spending – an area that has historically drawn scrutiny from parliamentary watchdog committees. As Tanzania continues to scale up infrastructure investments, projects such as this are increasingly viewed not only as administrative upgrades but as critical enablers of economic transformation and efficient public service delivery.
