NHC thanks President Samia for reviving stalled projects

Several major projects being undertaken by the National Housing Corporation (NHC) have resumed after nearly eight years of dormancy.

Speaking to journalists in Dar es Salaam today, NHC Director General, Hamad Abdallah said the revival of these projects was made possible by the decision of President Samia Suluhu Hassan to intervene and unlock progress.

“These projects stalled because some officials either abandoned their responsibilities or failed to perform. But when President Samia came into office, she made a bold decision that revived the implementation of these projects,” said Abdallah.

Among the delayed projects now back on track – or already completed – are the construction of large-scale commercial and residential buildings under Morocco Square, Kawe 711, and the development known as Golden Premier Residence.

The Morocco Square project is in a satisfactory state, with construction fully completed and operations underway. Construction at Kawe 711 is ongoing and expected to be completed by April next year.

However, progress on the Golden Premier Residence is less advanced. After an eight-year standstill, preparations for resumption are only just beginning.

Like Kawe 711, the Golden Premier Residence is also located in the Kawe area, which is also home to another development – the Samia Housing Scheme.

The prolonged delay of various NHC construction projects has led to increased costs for clients of the corporation.

According to Abdallah, while it is true that the delays led to higher costs, the corporation did not incur losses as a result.

“As with any other business, once we got the opportunity to complete these projects, we recalculated and adjusted costs accordingly. The additional expenses had to be passed on to clients who had either leased or bought the properties,” said Abdallah.

Using Morocco Square as an example, Abdallah explained that had the project been completed eight years ago as initially planned, the costs would have been significantly lower and clients would have paid less.

“But because costs have risen, for instance, instead of buying a unit for TSh 300 million, a client has now had to pay TSh 500 million,” he said.

Morocco Square Project

NHC has officially completed the Morocco Square project in Dar es Salaam, marking a major milestone in the government’s efforts to modernise urban infrastructure and stimulate investment in real estate.

The mixed-use development, which includes residential, office and retail spaces, had stalled for years before being revived under the leadership of President Samia Suluhu Hassan.

Located in the bustling Upanga West area, the Morocco Square complex now stands as one of the city’s iconic landmarks, featuring modern architectural design and offering a premium urban lifestyle.

According to Mr. Abdallah, the completion of the project signifies the corporation’s renewed capacity to deliver large-scale projects despite earlier setbacks.

“The Morocco Square project was dormant for close to eight years due to administrative and operational challenges. But thanks to President Samia’s intervention and commitment to revitalising public institutions, we were able to unlock the necessary resources and resume construction,” Mr. Abdallah said when briefing journalist in dar es Salaam today, June 16, 2025.

The project comprises commercial spaces, high-end apartments and ample parking facilities, making it a strategic hub for businesses and residents alike.

The modern amenities and prime location are expected to attract both local and international tenants, further positioning Dar es Salaam as a commercial and residential hub in the region.

Despite the cost implications, the completion of Morocco Square represents a strong comeback for the NHC and a vote of confidence in Tanzania’s real estate sector.

The success of this project is also expected to catalyse the completion of other stalled developments, including Kawe 711 and Golden Premier Residence, further reinforcing the government’s housing and urban development agenda.
