ZURA’s Commitment to Supporting Zanzibar’s Development Initiatives

In the vibrant heart of Zanzibar, the Zanzibar Utilities Regulatory Authority (ZURA) is actively shaping a future where utility services are not just accessible but also efficient and sustainable.

The Director General of ZURA, Omar Ali Yussuf, is enthusiastically outlining how the authority is currently navigating its role in supporting the President’s initiatives, highlighting several impactful strategies that are in the pipeline.

“We are organising regular public forums and workshops,” Omar Ali Yussuf is saying, “to educate our citizens about utility services, regulatory frameworks, and consumer rights.

This effort is fostering transparency and building trust between ZURA and the community.” He is underscoring the importance of engaging with the public to ensure that everyone is informed and empowered.

In addition to public engagement, Omar says ZURA is partnering with non-governmental organisations to reach disadvantaged populations. “We are including their voices in our regulatory processes,” he explains.

“It is crucial that every Zanzibari has a say in how utilities are managed.”

ZURA is also streamlining its regulatory processes. “We are reviewing and simplifying our licensing procedures for utility providers,” Omar declared

 “This move is encouraging new entrants and fostering competition, which ultimately improves service delivery.”

Furthermore, ZURA is regularly assessing and adjusting tariffs to reflect current market conditions, ensuring that services remain affordable for consumers while supporting the sustainability of service providers.

Capacity building is another focal point for ZURA. “We are providing training programmes for utility providers on best practices in service delivery, financial management, and customer service,” Omar is sharing. “At the same time, we are investing in the professional development of our staff to enhance their skills in regulatory analysis and compliance monitoring.”

Utilising data for informed decision-making is also high on ZURA’s agenda. “We are developing robust systems for monitoring the performance of regulated utilities,” he states. “Data analytics is helping us identify areas for improvement and establish channels for consumers to provide feedback on utility services.” This proactive approach enables ZURA to address concerns swiftly and effectively.

The commitment to promoting sustainable practices is evident in ZURA’s initiatives as well. “We are encouraging utility providers to adopt environmentally sustainable practices,” Omar emphasising. “This is vital for protecting our precious natural resources and ensuring the health and safety of our citizens.

” ZURA is actively supporting the development of renewable energy projects in line with government initiatives, paving the way for a greener future.

Omar is also keen on strengthening the legal and regulatory framework. “We are regularly assessing and updating our regulations to ensure consistency and address any conflicts arising from previous laws,” he explains.

“Additionally, we are advocating for stronger consumer protection measures to uphold the rights of all consumers.”

To ensure that the public is well-informed, ZURA is launching campaigns to disseminate information about its role and functions.

“We want to make sure that citizens know how to access services and resolve complaints,” he states, adding that educational initiatives are being developed for schools and communities to raise awareness about the importance of utility services.

Aligning ZURA’s objectives with the President’s national development policies is also a priority. “We are establishing joint task forces with government ministries to address specific challenges in the water and energy sectors,” Omar stating.

“This coordinated response is essential for effective utility regulation and service delivery.”
