Framework agreement opens avenues for institutional cooperation, medical excellence and improved healthcare delivery

Shifaa Pan African Hospital has signed a Framework Agreement with the African Union (AU), establishing a platform for institutional cooperation aimed at advancing healthcare services and improving health outcomes in Tanzania and across the continent.
The agreement marks a strategic step in the hospital’s efforts to strengthen partnerships, expand professional collaboration and explore opportunities to contribute to the development of Africa’s healthcare systems.
The agreement was signed by Dr. Nazir Arab, Executive Director of Shifaa Pan African Hospital, and Dr. Adamu Isah, Director of Medical and Health Services (MHSD), on behalf of the African Union, during an official ceremony attended by representatives of both institutions and invited dignitaries.
The partnership reflects a shared interest in identifying areas of cooperation that could support healthcare delivery and benefit the AU community.
Strategic partnerships for healthcare growth
For Shifaa Pan African Hospital, the agreement underscores the growing importance of institutional partnerships in addressing healthcare priorities, sharing expertise and exploring innovative approaches to medical service delivery.
Collaboration between healthcare providers and continental institutions can create opportunities to strengthen professional networks, exchange knowledge and identify solutions to challenges facing health systems across Africa.
Although the agreement establishes a framework for cooperation, its practical impact will depend on the specific initiatives, programmes and activities the two institutions pursue.
For the hospital, the partnership forms part of a broader ambition to contribute to healthcare development beyond its immediate operational environment, while exploring opportunities to extend its institutional reach.
Leadership vision
Dr Arab said strategic partnerships were essential to advancing healthcare and creating lasting benefits for communities.
“At Shifaa Pan African Hospital, we believe that strategic partnerships are essential to advancing healthcare and creating lasting, positive change for the communities we serve. Our collaboration with the African Union represents an important opportunity to strengthen institutional relationships, explore new avenues for cooperation and contribute to a healthier future for Tanzania and Africa,” he said.
He added that the hospital remained committed to clinical excellence, innovation and collaboration as key pillars of its approach to healthcare transformation.
“Our vision is to continue transforming healthcare through clinical excellence, innovation and collaboration. We remain committed to working with strategic partners to explore opportunities that support improved healthcare services and better health outcomes across the continent,” Dr Arab said.
Dr Isah’s participation in the signing, representing the AU’s medical and health services directorate, formalised the continental institution’s involvement in the agreement.
From Tanzania to the continent
The partnership provides Shifaa Pan African Hospital with a platform to explore areas of mutual interest with a continental institution, potentially broadening opportunities for cooperation in the healthcare sector.
For Tanzania’s private healthcare sector, strategic institutional relationships can offer opportunities to strengthen professional networks, encourage knowledge exchange and support efforts to improve service delivery.
However, translating the agreement into measurable benefits will require clearly defined priorities, practical programmes and effective implementation by both parties.

The hospital says its broader ambition is to combine quality healthcare, innovation and professional excellence with partnerships that support improved health and wellbeing.
Turning cooperation into impact
The signing of the Framework Agreement represents a milestone in Shifaa Pan African Hospital’s institutional development and its pursuit of wider healthcare collaboration.
The next phase will be to identify and implement initiatives that translate the agreement’s objectives into practical outcomes for healthcare providers, patients and the communities they serve. For Shifaa Pan African Hospital, the partnership reinforces its stated ambition to contribute to healthcare transformation in Tanzania while exploring opportunities to support improved healthcare delivery across Africa.
